hey buddy you simply call NSS engineer and tell him your IMEI & he can tell u that your mobile is on or not with any other sim because he checked all this by connecting to VLR.

In US, it is possible as explained below but International having insurance on different websites like StuffBak may be the only option. There is no other option as far as i know unless you have an switching operation friend who can locate your IMEI number in HLR or MSC database which are protected with privacy policy
