n important requirement for emergency 911 call systems is the identification of the location of a caller initiating an emergency call. For example, in situations where a caller is unable to communicate with the emergency operator, the automatic identification of the location of the call enables the operator to dispatch emergency services to the physical location from which the call originated.
And after using 2C circuits that transport calls as discussed by akumar_8181 the call goes to public safety answering point(call center).

Type 2C circuits are used to transport 911 calls. A type 2C circuit is a circuit that is ordered from the local telephone company (LEG) for the purpose of connecting a wireless system to emergency services by way of the LEC.
