Since release 5 of 3GPP (NGN network), session management becomes the suitable continuation of 3G networks. Therefore, SIP was adopted as the basic protocol for IMS core nework.We can't ask a operator to change all its network elements to add new services, so network elements are upgraded smoothly.
This why using SIP within IN technologies is a little bit hard (we can do everything we want but sometimes we can't justify the investment).
The main idea is to see SIP as the suitable continuation of 3G networks to award IMS.
