In GSM, the DL frequencies (GSM850,EGSM900....PCS) are greater than the UL frequencies.

In my opinion,MS demands higher data rate on DL because we use certain applications on cellphone thats why we have lower frequency on UL for our queries.

In GSM, Uplink is the link from mobile to the Base station and downlink is the link from Base station to the mobile.
Mobile terminals are limited in battery. So the GSM is designed in such a way that only a lower amount of power should be drawn out from the mobile battery when it is operating in UPLINK mode. So lower frequencies are allotted for UPLINK.
But in the case of the downlink, (Base station to mobile), the power has to be drawn from Base station for transmitting the data. Base stations have adequate batteries (backups , etc...) to support the higher frequency of operation.
