Basically it provides the routers send subneted networks in there updates.
thats why it calls Classless IDR.

CIDR is Classless Inter-Domain Routing,it basically helps us in efficiently routing of packets & for further detail see the link below

CIDR is a new addressing scheme for the Internet which allows for more efficient allocation of IP addresses than the old Class A, B, and C address scheme.The Classless Inter Domain Routing (CIDR) standard is already in effect and most newer routers supports it. In a few years it is likely to be the way IP addressing is handled.

Purpose:

With a new network being connected to the Internet every 30 minutes the Internet was faced with two critical problems:

* Running out of IP addresses
* Running out of capacity in the global routing tables
