CallHistoryCount is a 6-bit counter that is maintained in the MS and the AC. The COUNT value provided by the roaming MS is compared with the one maintained by the AC to determine whether they are consistent.

CallHistoryCount (COUNT): is a counter value maintained by the roaming MS, home AC, and, if local authentication is enabled, the visited VLR. It provides a mechanism for detecting cloned mobile stations, especially when SSD and/or A-key values have been compromised. The COUNT value provided by the roaming MS is compared with the one maintained by the AC to determine whether they are consistent. A mismatch suggests that a clone may exist but is not necessarily conclusive since RF transmission issues may result in occasional minor mismatches. However, there should not be large or frequent deltas between these values.
