In CDMA data is transmitted continuously.Different users share the same frequency and time.They are distinguished by there different codes which are orthogonal.
In CDMA the peak to average power ratio depends on the constellation.For QPSK which use -1-j,-1+j,+1 +j and +1-j as constellation points (Equi probable symbols)and scaled by 1/sqrt(2) th average power is
(1/2+1/2)*1/4*4=1
The pak power is 1/2+1/2=1
The peak to average power ratio=1/1=1
