Its simply MTP2 Peer to Peer Adaption layer.

M2PA is MTP 2 Peer to Peer Adaptation.It basically forms part of the Sigtran Architecture along with SUA (SCCP User Adaptation), M3UA (MTP3 User Adaptation) and M2UA (MTP2 User Adaptation).
