IMSI is abbreviated as International Mobile SUbscriber Identity and it is used to uniquely identify the mobile subscriber anywhere in the world in the mobile network. its a 15-digit code that is programmed in the SIM of the subscriber that has issued to him/her by the mobile company. The IMSI is then also been added to the mobile subscriber database in Home Location Register that permanently stores it so whenever the subscriber initiates the voice/data call this 15-digit code being supplied over the air interface to the Mobile company network to identify the subscriber to make sure that irrelevant suibscriber will not use the service nad it also enables that whether the subsciber is registered with the company or not.
when the match is found within the network database servers the user is then allowed to issue further command and is being validated by the network to enjoy telecom services.IMSI is used in all type mobile networks like GSM, UMTS,WiMAX, Wi-Fi based handheld devices, CDMA, W-CDMA. IMSI is the number against which subscriber information and other information like services to which subscriber has subscription within the network is being stored and being checked everytime the sim is entered into the mobile phone and phone has powered up.

An International Mobile Subscriber Identity or IMSI (IPA: /ˈɪmzi/) is a unique number associated with all GSM and UMTS network mobile phone users. It is stored in the SIM inside the phone and is sent by the phone to the network. It is also used to acquire other details of the mobile in the Home Location Register (HLR) or as locally copied in the Visitor Location Register. In order to avoid the subscriber being identified and tracked by eavesdroppers on the radio interface, the IMSI is sent as rarely as possible and a randomly-generated TMSI is sent instead.
The IMSI is used in any mobile network that interconnects with other networks, in particular CDMA and EVDO networks as well as GSM networks. This number is provisioned in the phone directly or in the R-UIM card (a CDMA analogue equivalent to a SIM card in GSM).
An IMSI is usually 15 digits long, but can be shorter (for example MTN South Africa's old IMSIs that are still being used in the market are 14 digits). The first 3 digits are the Mobile Country Code, and is followed by the Mobile Network Code (MNC), either 2 digits (European standard) or 3 digits (North American standard). The remaining digits are the mobile station identification number (MSIN) within the network's customer base.
The IMSI conforms to the ITU E.212 numbering standard.
