1. look for an application server that was IMS compliant
2. Low cost
3. Look for an application server with API's and GUIs etc
4. There are the so called "SKYPE boxes" which are sold by third party vendors; these are ready to connect to your computer and SKYPE, via USB, and a regular phone on the other side. These boxes can also receive as input a regular land line, so that from your phone you can choose if using normal phone or SKYPE to make a call.
