IP & Socket Monitor (WISM) monitors and controls the network activities of Windows applications. It is designed for both profressinals

In any POSIX (UNIX like system ) you can monitor the ports and their state with netstat command. Try:
$netstat
and this will give you a list of all opened sockets to the associated ports for TCP/UDP/RAW protocols.
