In short
In telecom field there are many categories that a person can decide to base on. In my understanding I know that there are other professionals to whom are based on acceptance test procedures for telecom equipments e.g. acceptance test of GSM site, BSC, core network, GPRS and others.
The perpose of this people is to ensure reliability of telecom equipments; here most of telecom operators do hire consultants for performing acceptance test with contractors to ensure that equipments installed are reliable with high performance as required.
So, I may consider test engineers as those responsible for acceptance test

The typical role-specific responsibilities of a Test Engineer are to:

* Ensure that the requirements as specified are testable.
* Contribute to the:
o Project Test Plan.
o Master Test List.
* Design and implement test scripts, test suites of test cases, and test data.
* Execute test suites of test cases.
* Report test results.
