Off-Net phones are basically off of the IP network and on the PSTN Network. The SSP takes care of tracking their phone numbers and locating the phones in their network. Only the Media Gateway needs to be registered with the SIP Proxy Server.

In addition to allowing POTS phones to access SIP phone and SIP connected networks, they can also access new features provided by IP Feature Servers (Applications Servers) across the SIP network.
