I think Polarization Mode Dispersion is a form of modal dispersion.

PMD needs to be addressed for systems operating at 10 Gbps, OC-192 or STM-64 and higher.

Polarization Mode Dispersion (PMD) is a serious problem that can limit distances so it should be
addressed for systems which are operating at 10 Gbps, OC-192 or STM-64 and higher.
