Basically it specified Committed Information Rate (CIR) is a specified amount of guaranteed bandwidth used when one wants to accomplish sending packets of information

The committed information rate (CIR) is the guaranteed rate at which you are allowed to pass data for particular PVC. When ordering PVC, you will request a local access rate (the bandwidth of the physical connection) and the CIR for a PVC.
