By using Dense Sub carrier Multiplexing (xDSM) Technology.

CWDMs can also be used to increase fiber capacity by combining 2 to 16 wavelengths onto one fiber.

DWDMs significantly increase fiber bandwidth by combining from 2 to 32 wavelengths onto one fiber. Make sure to use proper DWDM ITU-T lasers.

Use Bi-directional couplers that allow traffic transmission in both directions on one fiber.

Yes xDSM can be a solution.
But now a days WDM is also on lower cost solution. and it is becoming lower and lower.
