Yes in general Systems Security Engineer is responsible for designing the overall security of a system. This includes the architectural components that meet security requirements. The SSE designs overall security approaches (like centralized audit logging versus distributed) and work with other system designers/architects to make sure the security infrastructure is integrated into the fabric of the system.
