To trouble shoot how do I know the problem is in the Telecom Product or Telecom network?

It totally depends on Environment, Configuration, Implementation and whole project also on hardware or the network.

It only depends upon the situation and the problem that an engineer is facing.He could use telecom test equipments to identify the problem either it is related to hardware or the network.

This Question depends on experience and situation. Most likely, if the signaling message comes to the Telecom product and Telecom Product does not respond it will the product problem. If the message goes to the network and network does not respond then it will be problem in network. To troubleshoot network problem one would need more Telecom Test Equipment.

There are so many procedures for identifying problem. i take one simple example for, when you are receiving problems like dropped calls, handover failure etc during drive test,so for their solution you read performance stats and analyze your network by using MCOM or Mapinfo.

Telecom network is incooperate with telecom product or equipments like handset, antenna, BTS, BSC, PCU, microwave dish, satellite dish etc.
For simple equipment like hanset you may use swap test, if not the RF engineers to perfom signal analysis using signal analyser.
For complicated equipments like BTS sweep test is used for VSWR, Return Loss and Distance to Fault DTF using site master also the swap test is performed within the modules of BTS, testing from the BSC side like loop test procedure is normally done provided Microwave system is ok
So, in every test may help to identify the product causing problem in the telecom network
