A positioning circuit positions the data within each data frame in the computed position. determines which power control groups within a frame are transmitted on the Reverse Fundamental Channel with Radio Configurations and when the data rate is lower than the maximum rate for the radio configuration. The data burst randomizer determines, for each mobile station, the pseudorandom position of the transmitted power control groups in the frame while guaranteeing that every modulation symbol is transmitted exactly once.
