Anyone tell me, when you set up a new FTP server, what should you do first when creating accounts for your FTP users?

Most FTP programs automatically configure an anonymous or ftp user login that doesn't require a password to log in. This is most often used in public FTP servers, so logins for the hundreds or thousands of people that visit the site needn't be created. If you're setting up logins for accounts, this should be disabled to prevent unauthorized guest access.
