DOW Networks is a leading provider of international telecommunications and enhanced Voice over IP solutions including domestic and international toll-free service, international termination, IP-based PBXs, Text to Speech (TTS) applications, call recording, videoconferencing and virtual private networks (VPN)s to international call centers and enterprises. In addition, the company partners with key technology companies to offer advanced functionality such as predictive dialing solutions.

The rollout of the first and now largest GSM network in North America triggered TTS founder, Lin Weng, Senior RF Technology manager to embark on “optimizing the optimization” effort. As Pacific Bell Mobile Services (now AT&T) launched its first PCS 1900 network in California, simple tasks such as a single view sites and switch parameters in a map window and correlating drive test data with site configuration data, and auditing planned configurations with switch implementations are standard today, but were obstacles at the time.
