Autorité de Regulation des Telecommunications (ART) was created by the law of 1996 to regulate the telecommunications sector. In 2005, Parliament decided to also assign to it the regulation of postal activities. That is how ART became ARCEP: Autorité de Régulation des Communications Electroniques et des Postes.
